经过评标委员会综合评审，（1）云南阳光道桥股份有限公司提供的投标保证金的保函有效期是至2016年5月22日，不满足招标文件商务部分第二章ITB19.3条“保函有效期应比投标有效期延长28天（至2016年5月29日）”的规定，未能通过商务部分的实质响应性检查。其他11家投标人的投标文件均响应招标文件商务和技术的要求，其中，中交第四公路工程局有限公司评标价格最低，被评标委员会推荐为中标人，中标价为人民币191,456,909.00元。

On the basis of the systematic evaluation of bids from Bid evaluation Committee, (1) China Yunnan Sunny Road & Bridge Co., Ltd. did not pass the inspection, since its valid period of bid security is to May 22, 2016 which does not responsive to the requirement of Section II ITB 19.3 Bidding documents (May 29, 2016). The rest 11 bidders were substantially responsive (commercial part and technical part) to the requirements of the bidding documents. At last, it was recommended that the contract will be awarded to CCCC Fourth Highway Engineering Co., Ltd. who had the lowest evaluated bid prices. The proposed contract amount is RMB 191,456,909.00 yuan. (USD 30,198,250.63 equivalent at the exchange rate as of the date of bid opening issued by Bank of China)
